| - The Senate yesterday (5-30-74) adopted two ‘amendments to
captioned bill which greatly will adversely affect our operations and in all
probability will insure this legislation will be vetoed.

The first amendment was offered by ‘Senator Edmund Muskie
(D-Maine) and would require the courts to examine classified material —
in camera to determine if its classification was proper and the document ~,
should be withheld from disclosure. The White House and the Department of 0)
Justice in addition to CIA made an all out effort to defeat this amendment.
Two White House legislative representatives were working personally on the
Hill against this amendment while the Department had three of its representatives
there, including Assistant Attorney General Vince Rakestraw, Office of
Legislative Affairs. A letter'from the Attorney General to Senator Roman
Hruska in opposition to the amendment was circulated to every Member of the
Senate. In spite of this effort the amendment was adopted by vote of 53 to 29.
The second amendment was offered by Senator Philip Hart
(D-Mich.). This amendment would change and drastically weaken exemption
number 7 of the Freedom of Information Act concerning investigatory files.
The wording of this amendment follows. .
