ORDER
A portion of the complaint of pro se plaintiff John
Staradumsky accuses thirteen defendants, including police
officers employed by the West Warwick, Rhode Island, Police
Department, of harassment violative of hie constitutional rights.
The statutory foundation for these claims is set forth at 42
U.S.C. § 1983, which, in relevant part, reads as follows:
Every person who, under color:‘of any
statute, ordinance, regulation, custom, or
usage, of any State or Territory or the Dis-
trict of Columbia, subjects, or causes to be re”
subjected, any citizen of the United States ,
or other person within the jurisdiction
