We the People of the United States, in
1 Order to form a more perfect Union, establish Fustice;
insure domestic Tranquility, provide for the common
defence, promote the general Welfare, and secure the
Blessings of Liberty to ourselves and our Posterity, do
‘ordain and establish this Constitution for the United
States of America.
ARTICLE I.
Section 1. All legislative Powers herein granted shall be vested
in a Congress of the United States, which shall consist of a Senate
and House of Representatives.
To.make all Laws which shall be necessary ard proper for carry- - , ’
ing into Execution the foregoing Powers, anc! all other Powers
vested by this Constitution in the Government o: the United States,
or in any Department or Officer thereof. _ oe
The privilege of the Writ of Habeas Corpus shall not be sus
pended, unless when in Cases of Rebellion o1 Invasion the public
- Safety may require it. ,
: No Bill of Attainder or ex post facto Law sh illbe passed. ___
RR . The Senate shall have the sole Power to try al Impeachments.
When sitting for that Purpose, they shall be on Oath or Affrma-
tion. When the President of the United States is tried, the Chief
Justice shall preside: And no Person shall be convicted without
the Concurrence of two thirds of the Members pr sent.
Judgment in Cases of Impeachment shall nut extend further
than to removal from Office, and disqualification to hold and
enjoy any Office of honor, Trust or Profit under tae United States:
but the Party convicted shall nevertheless be liable and subject to
, Indictment, Trial, Judgment and Punishment, : ccording to Law.

Section . The President, Vice President and «ll civil Officers ,
of the United States, shall be removed from Office on Impeach-
ment for, and Conviction of, Treason, Bribery, or other high
Crimes and Misdemeanors. ‘
Before he enter on the Execution of his Office, he shall take the
following Oath or Affirmation: —"I do solemnly swear (or affirm) ©
that I will faithfully execute the Office of President of the United ;
. Judges of the supreme Court,
and all other Officers of the United States, whose Appointments

are not herein otherwise provided for, and which shall be estab-
lished by Law: but the Congress may by Law vest the Appoint-
ment of such inferior Officers, as they think proper, in the
_ President alone, in the Courts of Law, or in the Heads of
