Green would receive anything in return for the payments that he had made,
because a tacit understanding on this matter was more than sufficient to

that he could continue to make payments in amounts as great as those he

work might increase in amount as a result of Vice President Agnew's.

that the néw administration in Annapolis might take credit for, and
possibly demand payments in connection with, projects that had actually
been awarded to the Green company by the Agnew Administration. Mr. Agnew,
however, confidently indicated that he did not believe that would happen.
Green continued to make cash payments to Mr. Agnew after he
became Vice President. Payments were made three or four times a year and
were personally delivered to Mr. Agnew by Green either in the Vice Presi-
dent's of fice in the Executive Office Building in Washington, or at his
