I outlined to Mr. Holtszoff briefly whet took place in this matter, and told hin that it was just an outbreak of gang warfare in Chicago. He then wanted to know if the Bureau thought there was any Federal violation involved in this matter. I told him that we can see absolutely no Federal violation in this situation; that while Mr. Keenan was in the Criminal Division, we received a memorandum from him stating that no offenses would coue within the provisions of the unlawful flight statute which was committed prior to the time of its enactment for the reason that othervise, you would have an ex post facto law.
