Memo may be downgraded to "Confidential" upon removal of enclosures marked "Secret" inasmuch as information obtained from Bufiles 100-441993 and contained in this memo so classified, Carmichael has been critical of the Bureau in the past and made derogatory references to the Bureau over a CBS News Special report on 7/1/64, stating the FBI never did"a damn thing," and that the FBI had been most derelict in the field of civil rights. Carmichael was also critical of the Director in an article which was read into the Congressional Record by Congressman Ryan,(D) of New York.
