It shall be unlawful 5 for any individual member of the United States Supreme 6 Court to sit alone at any time in any legal proceeding or 7 proceedings of any kind whatsoever that may either be 8 pending before said Conrt or that may be in the process 9 of litigation, at any stage for discussion, consideration, re- 10 view, determination, judgment, decision, or action before 11 the said Supreme Court of the United States of America.
