The bill provides for the limitation on the appellate jurisdiction
of the Supreme Court in certain cases, The complete text of the biil
follows: *
"A BILL To limit the appellate jurisdiction o. the Supreme Court
in certain chses.

‘“Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That {a} chapter 81 of
title 28 of the United States Code is amended by adding at the end thereof
the following new section: k
"$258, Limitation on appellate jurisdiction of the Supreme Court. "t |
“Notwithstanding the provisione of sections 1253, 1254, and 1257 of \
this chapter, the Supreme Court shail have no jurisdiction to review, either
by appeal, writ of, certiorari, or otherwise, any case where there is drawn
into question the validity of--.
"(l) any function or practice of, or the juriediction of, any committee
or subcommittee of the United States Congress, or any action or proceeding
against a witness charged with contempt of Congress;
(2) any action, function, or practice of, or the jurisdiction of, any

administration bf any program established pursuant to an Act of Congress or
