Reference is made to Mr. Callahan’s memorandum to
the Director dated 8-31-67 (attached) wherein Senator Ervin (Democrat -
ni Nowth.Carolina) referred to a "Reader's Digest" article by Eugene H.

y article Senator Ervin points out that, according to FBI statistics, since
the 1966 ruling the rate of police solutions of reported crimes has dropped
l by almost 10 percent, The Director inquired, "Is this correct ? H,"
The Congressional Record is inaccurate as to the year.
