a ‘ Y ortignal 08m NO. 10 3010-108 MAT 1962 EDITION Gis gee =n sp. a7 / UNITED STATES GC_ RNMENT Sos: “ep Memorandum on eat we ulsan TO . Mr. DeLoach DATE: ecember 29, 1967 Yl Bax = & “ Tele. Room J. H. Gale 6 Oa Holmes ———_ / Ne p Gandy eae oot a PROPOSED DISSEMINATION OF "CRIMINAL INTELLIGENCE DIGEST" TO THE SUPREME COURT Pa a ee Wo The Legal Research Unit of the Training Division hag-:. suggested that the attached copies of the’'Criminal Intelligence” Digest, * which were prepared by the Spegial Investigative ! Division, might be of some assistance to ranking judicial figures charged with sitting in judgment over gambling violations on the state as well as the Federal levels. The "Digests" referred to contain an exhaustive, two-part analysis of evasive tactics and devices employed by bookmakers and policy operators, showing the complexity of gambling investigations and the | numerous obstacles (both physical and legal) which law enforcement officers must overcome before prosecution can be initiated. ° The Legal Research Unit is of the opinion that one of the greatest defects of the judiciary at this time is that the | judges at the top levels apparently have no real comprehension of the intricate and infinite practical problems confronting these officers. It is entirely possible that the judiciary would welcome this technical baekground to enable them to listen to the arguments of opposing counsel with a fuller understanding than they now possess and to agsist them in establishing prosecutive policy based upon cases appearing before them. . o tion:6 I . tac FLEE. 5 2 — fp y’ el “TE “eye It is veconmendes tn oes ‘a Bureau representative ve determine From Chief J Justice Warren of the Supreme Cous® wWANtHel9i8e thinks suc udid¥ wduld be of assistance to the Supreme Court and whether he might be interested in receiving TMWe™“attachedeidDi cests" as OH as eyrure editions of a related nature. . he r. ny - ce wee ming emma | err cn Bn de “a 1 - Mr. v. ‘ 1 - Mr. “ 1 - Mr. Mohr JIo1- 1 - Mr. Bishop 1 - 1 - Mr, Casper sort 7 > io ay 5 mee 6 24; ' RK feet
