Burton retires next Monday. Mr. Stewart’s © ‘nomination will have to be confirmed by the. Senate next session. Government officials described Mr. art, a Republican, as a “‘right of center” conservative in his judicial philasophy but probably not as conservative as the retiring Mr, Burton. However, Mr. Stewart's appoint- , ment was recommended by Sen. Bricker (R.,?
