PG 9+2330 ‘On December 7, 1970, this matter was discussed with Assistant U. ney THOMAS A. DALEY at Pitts~- burgh, Pa., by SA of the Federal Bureau _, of Investigation, who advised contents of the letters | involved would constitute a Federal violation of the Extortion Statute and that he would consider prosecution if the writer could be identified, A check of the 1969 and 1970 Pittsburgh, Paw, Telephone Directories and the 1969 Pittsburgh City Directory failed to disclose an institute by the name of North Amrican Insurance Institute. Assistant. Superintendent for the U. 5. Post Office at Pittsburgh, Pa., advised that the envelopes containing the letters involved were received at the main post office at 7th Avenue and Grant Streets, Pitts- burgh, Pa., as the numbers 4B and 3B appearing in the cancellation indicate the envelope was run through the automatic cancelling machines located at the main office, It was his opinion that the envelopes could have been mailed anywhere in the City of Pittsburgh, and thereafter téansported to the main post office, . It was also determined that no Post Office Box was retained by an institute known as the North American Insurance Institute and that the Polk Directory also failed to disclose an institute under this nane, Contacts were made at the following agencies in an effort to identify the writer of the letters in- volved with negative results: Secret Service, Pittsburgh, Pa. Allegheny County Detective Bureau, Pittsburgh, Pa. Special Investigators Section of the Pittsburgh Police Department, Pittsburgh, Pa.
