UNKNOWN SUBJECT, ALSO KNOWN AS
R. RATHBONE;
By communication dated June 8, 1970, the
FBI Identification Division, Latent Fingerprint
Section, advised that on examination of the postal
cards as described in preceding laboratory report,
eleven latent fingerprints and two latent palm prints
were developed on subject cards,
On May 25, 1970, Assistant United States
Attorney William P. Cagney, III, advised that following
his review of the postcards in question, he would
decline prosecution based on the following considerations:
1, The postcards in question contain no
precatory language.
2. There is no immediacy indicated by
the language utilized in the postcards
in question.
3. Threats, if any, contained in the
postcards are veiled and make reference
to a third person,
4, There are no threats contained in the
postcards in question which are directed
. to the recipients themselves.
