Mr. Pottinger advised there were 15 or 20 such incidents which have been discovered to date as a result of FBI and Departmental review, This number represents the number of entries and dees not represent the number of separate targets, these being fewer in number. Prior to submitting any recommendation to the Attorney General Mr. Pottinger wished to propose to Mr. Kelley the following procedure.
