There is no alarm system for the (rus or for the building itself. The street coor of the buildinse has a lock on it; however, a kev is availatle. Tt has been determined throurh survevs that all business activity ceases at 1°1 Canal Street no later ©:00 pm. The only maintenance personnel on the premises is the elevator operator who ceases work and leaves the building at approximately 5:90 mm. The main business activity in the area ceases at approximately Ae OD pi, end virtually ell business activity terminates at about 2:00 am in the surrounding area. Surveys have indicated that traffic, both yenioular and pedestrian, is at its lowest ebb between 2230 am and From June 13, 1956 throuch June 26, 1956, pretext telenhone calls were made to the CPLA at various times in the early mornins hours between 1:00 and 6:00 am and no answers were received. The main activity of the c™Lé is centered on the weekend periods, mainly on Sundays. Surveys have indicated there is usually no one in the main rooms of the CULA after 9:00 om at nirht and a source has advised that the CELA usually opens around 11:00 am on weekdays. A survey conductec on the night of Aurust 1-2, 1°57 from 9:00 pm on Aucust 1 to 8:30 am on Aurust 2, 1°57 indicated that the CFLA was unoccuppied durins that period. No activity at all wes noted. A survey of the CELA was conducted on the evenine of Aurust 5-6, 1957 and it was conducted from &:30 pm on Aurust § to F:00 am on August 6, 1957. At the beginning of the survey it was noted that
