BACKGROUND On 10/26/61, a source furnished a copy of a magazine entitled "WORLD YOUTH", which he described as being published bi-mo in the English language by the WORLD FEDERATION OF DEMOCRATIC YOUTH Editorial Office at Budapest, Hungary (The World Federation of Democratic Youth is cited as a Communist organization in the House Committee on Un-American Activities, Guide to Subversive Organizati and Publications, January 2, 1957, page 94).° This magazine, the th issue of 1961, contained an article entitled, "8TH FESTIVAL IN HELS The article set out that the first meeting of the INTERNATIONAL PREPARATORY COMMITTEE took place in Helsinki, Finland, February 20 to 22, 1961, to prepare for the 8th World Youth Festival, which was to be held in Helsinki in 1962. The INTERNATIONAL PREPARATORY COMMITTEE elected a permanent commission composed of representatives of a number of. countries, tneluding Canada and the U.
