You also stated it was your understanding that a written memorandum confirming the above would be placed in: sone folder for future reference. My understanding of your telephone call of August 29, 1976, was that you wanted assurances that this Rurear is desirous of Avents cooperating in the surreptitious entry investi- gation consistent with their Fiith Amendment rights ard that the fact of thetr cooperation would not be held against them at a later date. [did so assure you, but it is not proper to interpret my assurances as any sort of grant of immunity from administrative action as outlined in your letter. I am unaware of any immunity from administrative action having been granted to any employee in connection with these inquiries except for the assurance that no employee will be disciplined for exercising his Constitutional rights.
