Farrington relative to your memorandum of July 9th, captioned as above, a copy of which is enclosed for your convenience. In connection with the restrictions set forth in paragraph 2 of your memorandum that ao one in the Bureau should communicate or discuss with any subject agent any matter concerning this investigation, unless a written communication to them has been approved beforehand you, your memorandum to me of July 12th, a copy of which is also exclosed, modifies those instructions to the degree that a subject agent who freely chooses to initiate a conversation with a colleague or other reau personnel] may do so, and is not subject to this rule.
