Gardner, Deputy Associate Director James B. Adams and Inspector - Deputy Assistant Director James C. Farrington relative to your memorandum of July 9th, captioned as above, a copy of which is enclosed for your convenience. In connection with the restrictions set forth in paragraph 2 of your memorandum that ao one in the Bureau should communicate or discuss with any subject agent any matter concerning this investigation, unless a written communication to them has been approved beforehand you, your memorandum to me of July 12th, a copy of which is also exclosed, modifies those instructions to the degree that a subject agent who freely chooses to initiate a conversation with a colleague or other reau personnel] may do so, and is not subject to this rule. You also reed that for the purpose of communicating your instructions to those loyees involved, we should only notify those field offices to which @ subject agents are currently assigned and F 51 Headquarters personnel. Attached is a copy of such communication which was telephonically read you by Mr. Farrington on July 16th and which you approved for fansmittal as indicated above. = With regard to paragraph 3 of your July 9th memorandum, you were assured that we would not tolerate any employee hampering or interfering with this inquiry in any manner.
