tion and character of the Bureau and its employees. When I
compare the damage done by so-called "FBI excesses" with those
of Department of Justice investigators who seem determined to
destroy the Bureau or, at best, limit its effectiveness asa
law enforcement agency, the "FBI excesses" pale in the com-
parison.
The tools to correct or improve FBI investigative tech-
niques’ lie with the President, through the Attorney General
and with the Congress, through its oversight committees --
as do culpability for past "excesses". Exposing these
"excesses" through the media by using the guise of a con-
fidential investigation and then slipping the results through
i¢the keyhole serve no one. I strongly urge and implore you,
Sir, to launch an immediate investigation into the leakage
of information by “Justice Department sources" as contained
in the above cited New York Times article, as well as previous
such articles.
As a starting point for this investigation, 1 give you
the names of Mr. Francis Martin and Mr. Richard Johnston,
the attorneys who questioned me before the Grand Jury on
August 24. I urge this investigation with respect for you,
Sir, the institutions of our Government and the cherished
rights and liberties of all citizens in the United States.
