Diracter Sec'y 7~\ The following is being set out to advise you om. Bureau policy both current and past with respect to the installation of microphone surveillances. Prior to 3/30/65 microphones were installed and \seNvas bs on FBIHQ authority. Between 3/30/65 and 9/74, it was Bureau policy to approve a survey for the feasibility of installation of a microphone surveillance at FRIHQ level. This approval included authority for the necessary trespass, provided security of the operation could be assured. In certain instances FBIHQ also authorized the installation, but not the activation, of listening devices during the initial \¥# survey. This was done in order to Limit the-trespass as well as to minimize the risk involved in placing the microphone. “™. Under this procedure, a request from the field was evaluated at various supervisory levels at FBIHQ and authority was given provided security was assured.
