DEFINITION OF TERMS
Any clear comprehension of the problems involved
in eavesdropping by means of electronic devices requires a
precise definition of the terms involved. It is apparent
from the widespread press coverage and public discussion of
this topic that the imprecise use of terminology has led to
misunderstanding, if not outright confusion. Therefore, for

usage since May, 1943, the following definition of terms will
be used:
Wire Tap (also tnown ag Wire Tap Surveillance, Telephone
Surveillance, Technical Surveillance, Tesur)
A wire tap is the monitoring of both ends of a
telephone conversation. It is usually accomplished by
physically attaching a device to the telephone line.
Microphone (also !:nown as Microphone Surveillance, Misur)
A microphone is a device used to eavesdrop by mean
other than wire tapping. Described below are several varie
ations of microphones some of which involve the use of teleph
lines and/or equipaent but do not constitute wire taps as
defined above.
