hands" on the matter of authorization for microphone
surveillances, Attorney General Katzenbach had, in a
conference on May 23, 1966, attended by Assistant
footnote stating "there was general Departmental
authorization of longstanding for the use of these
devices." On the following day, the Attorney General
had this footnote deleted from the memorandum.
