COULSON Subject: COVENANT, SWORD AND THE ARM OF THE LORD (CSA); DOMESTIC TERRORISM (00:LR) The purpose of this memorandum is to provide a summary of the Hostage Rescue Team's (HRT's) activities with regard to a search and arrest warrants of the CSA compound in Mountain Home, Arkansas. On 3/28/85, I was telephonically contacted by Assistant Special Agent in Charge (ASAC) DANIEL E. KELLY, of the Little Rock Office. He advised me that the Little Rock Office, working with the Bureau of Alcohol, Tobacco and Firearms (ATF), was planning to execute a search warrant for the CSA compound in Mountain Home, Arkansas. He further advised that an arrest warrant would be issued for JAMES ELLISON, based upon violation of the Federal Firearms @ Act/Conspiracy. ASAC KELLY indicated that the CSA compound “y was a heavily fortified position, consisting of approximately ~ 20 buildings in a remote area of Arkansas. This compound was occupied by as many as 100 individuals who were extremely well armed with automatic weapons and in possession of rockets, land mines and other explosive devices. p16 I contacted Assistant Director (AD) OLIVER B. REVELL and requested permission to dispatch an advance team to Little Rock, Arkansas, to provide analysis of the situation.
