STOKES held a meeting on February 29, 1965, with Chief of Police MICHAEL BLACKWELE, Safety Director JOSEPH MC MANAMON, and Homicide Chief DAVID KERR, At this meeting Mayor STOKES announced that outlaw motercyels gangs will be driven out of town. He declared, “Welre not going to let any terrorist gangs take over, We will not let these Bapdiums he the cause of plunging our city inthe a blood bath".
