SULLIVAN DaTE: 9/13/65 RT TT ag A eget INJUNCTION PROCEEDINGS AGAINST THE. fur bE , % ROM SUBJECT: KU KLUX KLAN AND OTHER RACIAL-TYPE noon ANT ZATIONS WATE A Ok Witb, the completion of hearings septenbey 11, 1965, against the Original Knights of the Ku Klux Klan (OKKKK) in New Orleans, it Is apparent that the iaijunction is a potent weapon against the Klan and hate-type organizations, This ‘device will, no doubt, be used further by the Department in its efforts to combat interference with Civil Rights activities, Early consideration will probably be given by the Department to bringing similar proceedings against the White Knights of the Ku Elux Klan (WKKKEK) of Mississippi and the United Klans of America (0KA)., In the OKKKK case, the Department was forced to act in haste owing to the critical nature of the Bogalusa situation, Uncertainty as to jurisdiction applicable to overt acts of interference with Civil Rights activities and the extent of necessary proof resulted in failure by the Department to clearly a define its investigative objectives. Our investigative potential r in a situation such as this is substantially greater when we i program our racial coverage to attain specific goais ab initio in preference to working backwards to develop facts of incidents initially regarded in our coverage as purely local violence, as the case in Bogalusa.
