Reference Bulet dated 11-9264, which advised that the
Department had not reached a decision on the above-captioned ma
and that New Orleans vould be informed when a decision was
received from the Departnent.
The Department has now furnished an Opinion that the
circular which was distributed in the City of Bogalusa, Louisia
does not comtitute a Federal violation.
This circular identifies the publisher as a Klan
organization and, according to the Department, constitutes a
Klan attack against the "Bogalusa Daily News" rather than an
attack against any Federal candidate.
