tu carry Gut private crimes. There have been several reported in-
stiuices of this in the State. Any individual with « prudge and a bed-
sheet can commit crime in Louisiana, or efsewhere throughout the
South, und yet the blame placed on the Ku Klux Klan.
The second weakness of the Klan seems to be the ease with
which they have been infiltrated by the police.
The third weakness of the Klan is the fact that they have to
ventralized Jeadership, or coordination. They have several strengths
which have aided them materiuliy in recruiting and maintaining Uheir
organizational structure. First is the unfortunate fact uf Communist
infiltration into the various social and political movements which are
active in the Suuthern United States at this time, and the fear of the
average citizen over being unable tu de much as an individual to com-
bat this iafiltration,
Another strength is the frustration uf many of the citizens of the
State with the Supreme Court's strange and sumetimes inexplicable
decisions which they believe do violuive to well-established principles
of constitutional Jaw, and help the Communist Conspiracy,
Another reason for the strength of the Klan is the frustration
of many citizens with the forced racial-mixing policies of the Federal
Guvernmenit at this time,
A further sirenyth is the fact that the Klan in Louisiana at
this moment is basicaly a “yrass-reuls movement,” rather than a
philosophy imported Trom abroad. It is spontaneous and based upon
statements of policy which embody many of the fundamental basic
political concepts of American freedom.
A further strength ef the Kian in Louisiana is the fact of the
historical tradition of America for the people to protect themselves
when they feel they are not being properly protected by their govern-
ment.
One finul strenjth of the Klan is the innate affinity of nany
people for secret organizations, complicated rituals, and quaai-con-
spiratorivl activities.
We have obtained from police sources, and from certain leaders
of the Klan who supplied them te us at the time of their staff cun-
sultation, some exhibits which I think will be of interest to the Com.
mittee, and 1 would like to offer some of them at this.time. First
i would like to offer from our own research, a clipping frem “The
Worker,” the official publication of the Communist Party, U.S. A,

generally that the House Committee on Un-American Activities, and
the Ku Kiux Klan throughuut the United Slates, are closely in league,
wad thal the Ilouse Committee has aligned itself with “Racists” and
“Ultra-Rightists” who ure blood brothers to the Klansman, and that
these people dominate the House Committee on Un-American Activi-

Now, from Mr. Murray Martin, the Grand Dragon of the original
Knights of the Ku Klux Klan, we obtained some excerpts from
policy statements contained in the secret Klan book, or manual,
which is used in Klan rituals. This Book ia called the “Kloran.” Mr.
Martin furnished us with some excerpts from it in the form of a
stulement of policy on one page which we offer into the record, und
some excerpls from the Oath which ia used by this particular Kian
xroup which we also offer into the record, Mr. Chairman.
