to have occured. In view of the Department's memorandum to
the F.B.I. dated October 16, 1956, and pertaining to this
subject, I have kept this as an open matter, However, it is
charged against me as a delinquency and I am, therefore, closing
my file on this matter, subject to reopening the same if further
evidence should hereafter disclose a violation.”
