and that he was designated by the President of the U.S.
in 1961 to attend ceremonies celebrating the independence
of Sierra Leone. These files contained no additional

State, as made available for review-pa September 20, 1961,
Gisciosed the applicant, at the request of certain African
participants, attended the Kenya Constitutional Conference
held in 1960 at London, in a private capacity, as a special
advisor to the African Constituency Elected Members of the
Kenya Legislative Council,
In April, 1961, the President of the U.8.
designated Mr. MARSHALL, as his personal representative,
with the rank of Special Ambassador, to attend the
ceremonies incident to the Celebration of the independence
of Sierra Leone, within the British Commonweaith, which
were held at Freetown beginning April 24, 1961, .
