Thurgood Marshall stated Judge Marshall is a person with the highest personal ideals aad standards and his moral character and loyalty to his country are above reproach. They stated Judge Marshall is eminently qualified as an attorney and judge and has shown he possesses a judicial temperament in his present position. Those persons acquainted with his family described them as persons of the highest character and reputation whose loyalty is unquestioned.
