The program further stresses that the individual who does not obey the
lew, whe takes hia disagreement with the law to the streets with brickbats
and clube, is a ded citizen end lawbreaker who deserves, and will receive, the
condemnation of his fellow citizens. He will be punisBed for Ais actions, aad
will stand aione,.
Reaching the Public:
Setting the Behavior Pattern
Te is a cecsgnizsd fact that the majority of citizens will act ia
eccordance with standarda established by those whom the citizens recegnise as
deaders of the community.
7ram the beginning, :Sen, it wes deemed ecasential to promote the estab-
lishment of o behavior pattern by the upper 35 to 20 percent cof the commmity.
Thie behavior pattern ccuid bs established and prosoted by the active endorse-
ment of and participation in this prograa by all leading city groupe, by saking
@li leading citizens to "stand wp and be counted" for law and order,
The progras ws literally “walked through” these groups for their approval
ard support.
Ae tepresentatives of Dallas’ principel opinion aolders, the executives
of the city's newspapers, television stations, and radio stations were consul-
ted quring the formative etage of the program. Their solid support and parti-
cipetion was secured, and their suggeetionsa and help bave been invaluable.
The Dallas Bar Association, Dallas County Medical Society, ead Greater
Dallas Council of Churches were aaked and readily agreed to act ae sponsors of
ell material prepared for distribution to the public in connection with the
prograa.
Ae the program progressed, other leading groups have been asked to use
their influence and set an example of good citizenship for the commmity te
tdvance the cause of law and order.
Reaching the Public:
Hard to tact
Tt. wae recognized that many members of the public do not belona te organize
service clubs, do not regularly attend church, de not as a aatter of course reed
the editorial pages of the daily papers. It is likely that eventa of violence,
should they occur, would spring from this group.
Material related to the program will, as was done with the upper 15 to 2
percent of the coamunity, will de “walked thrcugh" this group. This includes
bouse te house distribution of thie material in epecialiy aciected low income
neighborhoode.
