Ee said vhat the applicant is a humble, sensible, courageous person who possesses 2 fine sense of responsibility and one who has she respect of all races. He stated that Mr. MARSHALL has an exceptionally keen legal mind and great experience in the field of law and that he realizes the value of hard work, H-. said that the applicant is aware of the necessity of a correct conclusion in a legal matter, and that he has the stamina, tenacity, and maturity to do outstanding work. He said that Mr. MARSHALL has been a student of the law since his days in law school, and thav he has showm good insiznt and sound judgment in legal matters. He stated further that the applicanv's family consists of his :idfe, CECILIA MARSHALL, and two small children, and that he has a brother, Dr. WILLIAM MARSHALL, a Medical Doctor located in Wilmington, Delaware. He said that the applicant's mother died about one month ago, and that Mr. MARSHALL and his relatives are individuals of good reputaticn. He stated further that the apnolicant's - loyalty; to the United States Government is above question, and that he is outspoken in his denunciation of those whose interests are contrary to the best interests of the United States Government. He said that tir, MARSHALL has the experience, brains, common sense, and judicial temperament to do eminent work for the government, and he recommended him highly. mh
