ARTICLE ON UNIDENTIFIED FLYING OBJECTS
BACKGROUND:
; On 5-21-64 the Department of Defense delivered at the Bureau a manu-
script by captioned individual entitled "Let's Challenge the UFO (Unidentified Flying
Objects) Censors. * The Department of the Army, according to the transmittal form
from the Department of Defense, has no objection to the publication of the article. -
The FBI's attention was directed to page 6. Also included with the manuscript was a
copy of the author's transmittal letter to the Department of the Army stating he would
like to know the name, rank/grade, title and office of each person who actually conducts
the review of Is article. A review of the article revealed it ie a criticism of the
Department of Defense's policy with regard to issuing clearances of articles relative
to Unidentified Flying.Objects (UFO), particularly when the author is employed by the
U.8. Army as in the Case of Bryant. The article is in essence a history of pommel
problems in getting articles published on UFO.

7 Bureau files reveal an inquiry from @iicca to the Director in February,
1859, regarding the investigation of UFO, He was informed the FBI does not investi-
gate matters of this natur e jurisdiction of UFO is within the Department of the Air.
