cerning previous sightings of peculiar objects over Oak Ridge; ani radar reports,

the witnesses were inspected to ascertain their reliability, integrity, and loeyalt
to the United States Govermeasnt,

Security Branch, MEPA Division, Oak Ridge; AEC Security Patrol, Oak Rides: Fal,
KnorviLlie; Air Force Radar and Fighter Squadrons, Knorville; end the OSI, KnoxviLL
Tenmesscoe, fail to evolve an adequate explamtion for SUBJECT, however the possi-
bilities of practioal jokers, mass hysteria, ballons of any description, flights
of birds (wits or without cobwebs or other od joots attached), falling leaves, inse
everms, peculiar weather conditions, reflections, flying kites, objects thrown
from the ground, windblown objects, insanity, ani many other natural happenings
have been rejected because of the simultaneous, witnessing of the objects with the
reported redar sightings; because of the reliability ef the witnesses; because of
the detailed, similar description of the chjects soon by different persons; <a
because of impossibility.
The trend ef opinions seom to follow three patterns of thought. The -
first is that the objects are a physical phencmencn which have a scientific explan
ation; the sccond is teat the objects are experimental objects (from an unieternin
source) guided by electronics; and the third is similar to the second except that
