WFO 176-282 1 On May 13, 1971, ABBOTT HOWARD HOFFMAN was indicted by the Federal Grand Jury (FGJ), Washington, | D.C., ek fab £2.32 -4- --& eres hin eet eet ~t WEELLGEL indictment charged fill wi th violation of Title 18, United States Code, Section 2101, 231 (a) (3), (Interstate Travel with Intent to Organize, Promote, Encourage, and Participate in a Riot; Obstructing, Impeding and Interfering with a Law Enforcement Officer during the Commission of a Civil Disorder.) Count number one charges that HOFFMAN on or about April 29, 1971, traveled in interstate .commerce from outside the District of Columbia (D.C.) with intent to organize, promote, encourage, participate in and carry on a riot. Further that on May 3, 1971, in the vicinity of Wisconsin Avenue and R Street, N.W., Washington, D.C., he participated in a riot in that he, as part of an assemblage of more than three persons, erected a = barricade in a public thorough fare, for the purpose of or- ganizing, promoting, encouraging, participating in and carrying on a riot in violation of Title 18, United States Code, Section 2101. Count number two charges that on May 5, 1971, within D.C., the subject did commit and attempted to commit an act to obstruct, impede and interfere with a law enforcement officer, LARRY W. SAPPINGTON, Metropolitan Police Department (MPD), Washington, D.C., who was then lawfully engaged in the lawful performance of his official duties incident to and during the commission of a civil disorder, which disorder obstructed, delayed and adversely affected commerce and the movement of articles and commodities in commerce, and the con- duct and performance of a federally protected function in violation of Title 18, United States Code, Section 231 (a) ~ . (3).
