when FORTAS was an attorney in the De mont of the

ment agency. He stated ip 1941 when he, FAHY, became
Solicitor General at the Department of Justice, he knew
FORTAS as an attorney Ad Aa Undersecretary of “the Taterior
whére the Secretary of the Interior, HAROLD I. ICKES, had
‘andling off-shore oil problems which necessitated
a great deal of contact with FAHY in his position as
Solicitor General.
Judge FAHY advised that since then their paths
have crossed often both inside and outside of the office,
and during these 25 years he has gained a very high opinion
and regard for FQRTAS' legal ability. He mentioned that”
he and thé appointee had both served together on the
Judicial Conference of the District of Columbia Circuit,
and FORTAS had submitted several written briefs to the
United States Court of A als, and all of his work has
to FAHY, the ntee and his wife's character, reputation,
conduct, and loyalty are above reproach. He added that
