APPENDIX so hie! \ INSTITUTE OF PACIFIC RELATIONS The "Guide to Subversive Organizations and Publications," revised and published as of December l, 1961, prepared and released by the Committee on Un- American Activities, United States House of Represent- atives, Washington, D.C., contains the following concerning the Institute of Pacific Relations: "Institute of Pacific Relations * "1, 'tThe IPR was a vehicle used by the Communists to orientate American far eastern policies toward Communist objectives.' ‘Members of the small core of officiais and staff members who controlled IPR were either Communist or pro-Communist.' The American Communist Party and Soviet officials considered the organization tan instrument of Communist policy, propaganda and military intelligence.' (Senate Judiciary Committee, Senate Report 2050 on the Institute of Pacific Relations, July 2, 1952, pp. 223 and 225.)" * Senate Report 2050 states that the title Institute of Pacific Relations, "unless otherwise qualified, refers to the activities of * * * the American Council of the IPR and international secretariat." (p. 94 fn.)
