The President asked if I could have prepared a careful resolution
;which will be passed before The American Legion defending his position in Vietnam and
jthe Dominican Republic, I told him that the Director had already approved such a
«resolution and that The American Legion in Virginia this coming week would pass this
res olution and send it on to National Headquarters for passage and national publicity at
the Convention. The President stated he thought this was good and that such a resolution
4 would help out tremendously.

The President mentioned that the "Washington Post, ' once a strong
i supporter, now seemed to be turning against him, particularly in the field of crime. He
stated that Sunday's "Post" deplored the fact that the President relied upon crime
statistics in order to appraise the crime situation in the District of Columbia. He stated
that it was his opinion that statistics, particularly those put out by the FBI, were very
valuable and that he intended to keep relying upon such statistics,
i The President asked that we get right to work on the Abe Fortas matter.

The Director was advised telephonically of the above conversation, While
I did not think of it at the time, it now appears that tue President is considering Fortas
to succeed Adlai Stevenson.
ACTION:
j (1) I doubt that the President will now ingst that the Director appear before
;|the Fulbright Committee, particularly in view of the above arguments. Nevertheless, we
should go ahead and prepare a brief for the Director in the event he is called upon to make
Isuch an appearance. This brief should include the following parts:

(a) Reasons for the FBI's being in the Dominican Republic.
. (bo) Facts substantiating the presence of communists and their attempts
to take over in the Dominican Republic.
(c) General statements regarding FBI's assistance to the U. S.
Government as result of our being in the Dominican Republic. This part
should also naturally include our tremendous value to the Government as
a result of our responsibilities from an internal security standpoint, The
technical surveillance of Bosch should, of course, be disguised as much
as possible.
(a) Attempts of communists and communist front organizations as
well as extreme liberal organizations to embarrass U. S. Government
policies in the Dominican Republic.
