My service on two judiciary committees included active sponsorship and support for Fair Employment Practices legislation, Voting Rights Act extension, the Equal Rights Amendment, 18-year old voting, prison reform, and criminal code reform. I served on the National Commission on Reform of Federal Criminal Laws (the Brown’ Commission) where I helped draft a proposed new Criminal Code. While a member of the Illinois General Assembly, I was Chairman of the Joint Committee which successfully proposed and had adopted a new Criminal Code in Illinois. I am submitting copies of two reports issued by the Ralph Nader Congress Watch, in 1972, and in 1978, evaluating my record in Congress.. I think that my mix of practicing law, teaching law and making law gives me a unique set of experiences with which to interpret the law and judge its applicability.
