were interviewed by SA on March 21, 1979:
Representative TOM RAILSBACK, Illinois, advised
as follows: ,
Mr. RAILSBACK first came to know Representative
ABNER J. MIKVA, Illinois, in 1963. At that time they
were both Members of the House of Representatives of :
the State of Illinois. Mr. RAILSBACK has enjoyed a professiona
association with Mr. MIKVA since that time and holds him
in very high esteem.
Mr. RAILSBACK declared that in his opinion Mr.
_MIKVA was one of the best legislatars in the Illinois House
of Representatives during his tenure there and is now
one of the best legislators in the U. S. House of Representatives.
Mr. MIKVA possesses a superior intellect and is noted
for being fair and objective in his dealings with his
fellow Members of the Congress. Mr. MIKVA's dedication to
his country is above question and he possesses all those
traits essential for appointment to a responsible judicial
position of trust. He is a man of total honesty and has
the temperament necessary for a judge. Mr. MIKVA enjoys
an excellent reputation amoung his professional colleagues
and his moral character is likewise above question.
Mr. RAILSBACK is aware that Mr. MIKVA is being
considered for appointment to the position of Circuit
Judge of the U. S. Court of Appeals for the District of
Columbia Judicial Circuit and it is his belief that he
is well qualified in every respect for appointment to
this position. Mr. RAILSBACK recommended Mr. MIKVA
without reservation, for the position of Circuit Judge.
