MIKVA of Illinois as a professional colleague since 1969, and has worked with him on the Ways and Means Committee for approximately the past four years. He described Mr. MIKVA as being an excellent person in every respect. Mr. MIKVA is an honest, decent and objective person who possesses an even temperament. There is absolutely no question in Mr. DUNCAN's mind concerning the loyalty, honest or integrity of Mr. MIKVA. He is a man who is very well regarded by his colleagues in the House. Mr. DUNCAN concluded by stating that from a qualification standpoint, he, personally, knows of no ~ reason why Mr. -MIKVA should not be considered for appointment to the position of Circuit Judge of the U.
