instances when Mikva practiced law in the last ten years
and therefore felt it would be extremely difficult, if not
impossible, to judge his legal ability. She believed the
-bulk of Mikva's experience was in the political area.
She stated she could think of a number of more
qualified people for the position of Appeals Court Judge
than Mikva if one were to use the criteria of experience in
the courtroom. Under these circumstances, she did not feel
the applicant could qualify. .
Qualifying herself, La Fontant noted, however, that
she is not certain if the present system of evaluating
individuals for judicial positions is the best method and
it is quite possible that someone possessing a good deal of
common sense and intelligence would be able to serve the
office well. ,
Concerning Mikva's moral character, again La Fontant
could only say that she has heard nothing derogatory and
believed the applicant a good family man from what she has
heard. As to his consumption of alcoholic beverages, she ar
never witnessed or heard of any excesses on the part of Mikva. ‘
