BIC Elrod advised that he has known applicant since the early 1960s on a political non~social basis. He recalled that applicant was a State Representative in approximately 1964. In his opinion applicant is a highly intelligent person and although applicant is more liberal than he in his political views, he feels that he would be honest, impartial and competent in his administration of justice. Therefore, he recommends applicant as a United States Court of Appeals Judge. -64-
