CG 77-22636 LSK/mtd 1 The following investi ion was conducted by Special Agent (SA) on March 21, 1979: The Honorable Judge George N. Leighton, United States District Court, Northern District of Illinois (NDI), advised the following: Judge Leighton's friendship with the applicant dates back 15 years. Their acquaintance has continued through bar association activities. The applicant has a reputation for integrity and good character. Judge Leighton advised the applicant was with the law firm Devoe, Shadue & Plotkin. He has a close friend that was with the firm at the time of the applicant's association who felt the applicant was a hard-working and qualified lawyer. ; Judge Leighton advised he knew of the applicant's political views by reputation only, but could see no con- flicts and felt he would be free of bias. Further, he stated he would recommend the applicant for a judicial position in the U.S. Court of Appeals. The Honorable Judge Nicholas J. Bua, U.S. District Court, NDI, advised the following: Judge Bua has known the applicant for 16 years and considers him a good friend. The applicant performed before him in the courtroom where he found him to be a very competent lawyer. They also ran on the: same ticket in 1976. . Judge Bua advised while the applicant is politi- cally a liberal, he has a fine sense of justice and great respect for the rules of law, therefore, would never inject his own political views when making a judicial decision. Judge Bua feels the applicant is of the highest caliber and would recommend him without reservation for the position of U.S. Court of Appeals Judge. -94- b6 b7C
