: The following investigation was conducted by
Special Agent (SA) on March 21, 1979:
° The Honorable Judge Thomas R. McMillen, U.S.
District ‘Court, Northern District of Illinois (NDI) , 7
advised as follows:
He has known Mikva profesionally for twenty years,
four of which Mikva has been his Congressman. McMillen
stated he worked with Mikva on labor union matters when they
were both lawyers in private practice. He described Mikva
aS possessing a reputation for integrity, good character
_ and common sense, but felt he might exercise a bias toward
a liberal political philosophy and toward the pasition
of labor unions. McMillen added that he believes Mikva
does possess a commitment to equal justice for all under
the law and that, as a very able and qualified lawyer,
‘he would dedicate himself to the preservation of this
ideal regardldéss of the position he might hold in the
judicial system. McMillen stated that Mikva had sub- poo
stantial legal experience and demonstrated an outstanding
ability to deal with complex legal problems. He described
Mikva's mental and physical health as excellent and stated “
his only reservation in recommending him for a judgeship
was the fact that he lacked experience in trial work. |
