The OEEOA must review and approve all requests for reasonable accommodation for handicapped parking spaces. Where OEEOA deems that the FBI must provide reasonable accommodations related to POV parking, then all documentation related to the request should be transmitted to FOSS, FLSD. 11.4.1. Per 63 Comp. Gen. 270, B-211812, 1984 WL 63944, where an exception to the general rule is warranted, appropriated funds can be used to pay the difference between the parking costs the severely disabled employee must pay and those generally paid by nondisabled federal employees working at the same facility. 11.56 The Fiscal and Contract Law Unit (FCLU) of the Office of the General Counsel (OGC) will respond to any questions concerning procurement law and regulations relating to requests. 12. Exemptions: 12.1. Parking for seized forfeiture-related vehicles and covert parking spaces are exempt from the funding restrictions set forth in this policy under the provisions of EO 13327, Federal Real Property Asset Management (69F.R.5897), General Services Administration (GSA) delegation of leasing authority for "special purpose" spaces. If parking spaces for these purposes were not acquired as part of the FBI facilities leasing process, then a request must be submitted in accordance with this policy. 12.2. Parking in the J. Edgar Hoover (JEH) FBI building is managed by the FLSD Headquarters Operations Support Section (HOSS) Facility Operations Unit (FOU). 12.3. Parking at FBI facilities in Quantico, Virginia is managed by the FLSD/Quantico Operations Support Section (QOSS). 12.4. Parking at Criminal Justice Information Services (CJIS) Division in Clarksburg, West Virginia is managed by the Facility Management Unit (FMU), CJIS. 12.5. Parking at off-sites in/around the Washington Metropolitan Area (WMA) is managed by the HOSS, FLSD, Space Management Unit —- Headquarters (SMU-HQ). 12.6.
