to further significant narcotic
trafficking activities; especially cocaine. This
investigation was initiated in January 1983, pre-
dicated upon information provided by DEA and mul-
tiple sources indicating that Seal is a major
narcotics trafficker in the Baton Rouge area.
Probable cause as to the narcotics trafficking by

Probable cause as to the use of the telephones in
question to further narcotics trafficking is also
established. An on-going surveillance by the
New Orleans Division indicates that Seal has con-
tinued to utilize public telephones on a daily
