saw s similar installation further from the road on another
occaslon. One of the caderns was about a mile away on the othor
side of the road. There was considerable evidence of construetion
although none that was obviously new He belioved that the radar
that wos positively identiried was about 40 mlles rom Moscow

dowm more cloaely).The Russlans were extrenely reluctent to
allow Senntor Russell to mnke this trip and at one point it was
actually concellod when Colonel Taylor or the Embassy requested
permission to go along. However Senator Russell stated that he
would publicly denounce the Ruaslan program of frec travel as
being e farce umless he was allowed to make this trip.The
pemission wes then egronted.Colonel Hathawny and Mr. Efron
were aleo along with the Scnator on this trip
4.The testimny ot Senator Sussell does not in my opinion
sport the theory that the Russians have developed saucer-lile
or uconventional aircraft. It is quite possible that the objects
scen were the cxhausts of normal jet aircrart in a stecp climb
The fact that none were soen on the grod mlght indicate that the
areraft wore in a dive followed by a sbarp pull-up in sucha way
that nothing was seon until the cxhsusts were visible to the obeorvers
on the train. llowever, it is possible that the aireraft were indeed
of the short or almoet vertical take-off variety
