RE:
REOUEST FOR CERTIFICATION OF
EXEMPTION REQUIRED FOR THE
UTILIZATION OF THE UNDERCOVER
TECHNIOUE
LATIN KINGS
In accordance with the Departments of Commerce,
Justice, and State, the Judiciary,'and Related Agencies
Appropriation Act, 1993, Public Law 102-395, dated October 6,
1992, the following certification for exemptions are hereby
reguested to:
1.
deposit appropriated funds in banks.
or other financial institutions; and.
2. use appropriated funds to lease space
in connection with the New York Division's task force regarding.
the "Latin Kings."
Latin Kings is a task force which will address
fugitives wanted in connection with violent crimes including
murder and assault matters in the New York City area. This task.
force will utilize undercover technigues in addition to other
traditional investigative technigues to accomplish related.
objectives.
In order to properly conduct this task force, and for
credibility and security purposes, the New York Division will
require an exemption to deposit appropriated funds into a covert
bank or other financial institutions to facilitate the payment of
operational expenses and to use appropriated funds to covertly
lease space.
