Irrespective' of whether these generalizations can be taken literally, it may safely be said that? many individuals of unusual talent, particularly artists, poets, novelists, play.. wrights, and musicians, are often non-conformists". The report also took cognizance of the timing involved in various instances. of Communist infiltration. Grants, it pointed out, were made prior to the time that,. the rccipients of assistance from foundations were "exposed" by government investi- rous individuals were selected under political conditions far different from those? that now exist and that decisions were taken in a political and emotional climate far diffcrent from the present.". Obscrvers think that this is the first time that'a Congressional committee has recognized the bill of attainder point of. view. ,t.. The committee found the work of the fou:dations so important and exccllent. laws in favor of the private foundations. It also suggested, however, that these: organizations also be required to file detailcd reports on thcir activities and. finances, ACLU TESTIMONY HITS BRICKER RESOLUTION ACLU has formally registered its opposition to the Brickcr Rcsolution, whichg is aimed at limiting the federal treaty-making power. The Union's position was prescnted to a subconmittec.of the Scnate Judiciary Committec by Irving Ferman, AcLur? Washington dircctor, who said that the proposed resolution on one hand~is unnecessary and on thc other would hamper this country's struggle against Communism. Thc Brickcr Rcsolution, sponsored by Sen. John w. Brickcr and 63 other Senato. would amend the Constitution to prohibit the signing of a trcaty that would abridge. any constitutional right and that would requirc congrcssional lcgislation bcfore'a trcaty could bccome effcctive insofar as its domestic effcct is concerned: Thc resolution, said Ferman, "rests on thc fcar that trcaty-law, becoming. recognizably more complcx and cnvcloping in its scope, can nullify internal law. both state and federal.". Ferman replied to this criticism by pointing out thst thc Constitution alrcadj. exprcssly forbids any treaty with "denics or abridges any right" grantod in thc United Netioncsyon'Human Rights, restricts the application of the document whore it runs countcr to the policies of the signatory powcrs. Under thc Bricker amendment a trcaty to "bccome cffectivc as intcrnal lawi! would have to bc given the sanction of "appropriate lcgislation by the Congress". Fcrnan contended that this would contravene the wording, of the Constitution,' which demands ratification by Congress. Furthcrmore, hc said, this amcndment "would mako. unworkablc any attcmpt on our part to extcnd thc spirit of our Bill of Rights intci might forcclosc thc possibility of an international covenant attcmpting.to bring?. Ho said the amondment frecdom to the people bchind the :Iron Curtain... ACLU WNS PHILADELPHIA HUMAN RIGH AWAR ACLU was the recipient this week of an award presontcd by thc Philadelphia Fellowship Conmission to organizations that "arc making consistcnt' cfforts to'safe guard and advance the rights of all human beings".
